ParkingEye Clarence House in Newport - POPLA appeal

Dear All,
This is another PLEA FOR HELP!
I recently received a PCN from ParkingEye Clarence House in Newport. The parking is only £2/day but the machines were not working. There is a telephone number etc but this is not easy. The fine was £100/£60 discounted - completely disproportionate.
I submitted quite a feeble appeal via the online portal from Parking Eye but do not have a copy of exactly what I said and I am not able to view what I sent to them - I recall some of the text but there were also a number of drop-down menus as well. I submitted a form of identity as evidence of where I work to explain that I use the car park frequently (no evidence as I threw out all my tickets about a month before the notice arrived) and may have disclosed that I was the driver (Rooky error, I now realise!)
My appeal was rejected by ParkingEye and I now have the POPLA code to appeal further.
In the meantime, it has come to my attention that ParkingEye may be out of compliance as the PCN was issued and by post 64 days after the date of the event. Please can you advise if this will invalidate the charge and if so, how I am best to phrase the appeal to POPLA?

You had a Golden Ticket and could not have lost...but you said who parked, so you have binned the winning point.

It's not a hopeless case, just more difficult. You could try and persuade POPLA you didn't actually divulge who the driver was.
If they accept it then you win.0 -
As much as this annoys me, I think I will have to put this one down to experience and pay up on this occasion. It has taken me so long to try to understand all this and it is more hassle than I need at the moment. It is very frustrating to feel that I have been beaten down by some unethical company. Not usually my style but I tired of worrying about what my next steps need to be and the likely consequences.0
