Received LBCCC from ParkingEye referring to breach of parking terms at Welcome Break Oxford - Waterstock, saying I'm liable as keeper.
Not sure how to reply. I've read the NEWBIES stuff but not sure whether to reply using the "Appealing a PCN" message in post #1, or the one in post #2.
Please can you advise? Thanks.

Good, some Welcome Breaks will cancel, as will some Starbucks in WB sites. Try it all even if you cannot prove spending money.
Come back after exhausting that option - certainly this can be cancelled in minutes by WB or Starbucks, if there is one there.
But if they don't, then there is a way to pull this back to appeal stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

the keeper is complaining (not appealing) to the landowner, because the KEEPER has received the postal pcn (the NTK)

Do not name the driver. There is a risk that your complaint gets passed to the PPC by WB.0 -
You are not 'appealing' to the landowner.
This is a MAJOR COMPLAINT about harassment, and if the 'occupants of the car'' were resting/sleeping, then say so, and if they saw no signs (perhaps it was pitch black at night?) say so! Be really assertive about WB harassing registered keeper of cars, allowing their out of control agent to actually sue people just because the driver needed a rest and the signs are unlit/uselessly sparse.
It is hardly difficult to avoid saying who parked, I am amazed people even ask.
And try the Starbucks or whoever as well.
And if the driver filled up with fuel too, demand to know WHY they are counting that activity within the minimum TWO HOURS REST that the Dept for Transport require.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
