Best Card to Try with Unknown Credit Rating?

Hi,
A friend of mine is currently re-aligning their finances and we have worked out getting a 0% Balance Transfer card will certainly ease the situation (as per Martin's 'Best Balance Transfers article').
The circumstances are as follows:
Total monthly income is £1100
She has 3k worth of debt to tranfer from another card.
She is a polish national who has been UK resident for 3 and 3 months.
For the above time, she has been in employment with the same company.
For the above time, she has been on the electoral register for 2 years 7 months.
She also has 1 other CC and a personal loan, all of which have never had a late payment.
Barclaycard and Virgin are the favourites from Martin's article. Just wondering 1) How likely is be accepted for either of these cards and 2) Does anyone have an idea of the sort of limit to be granted by either?
Any advise would really help - many many thanks.

What other card does she have? One will usually be rejected l if you apply for a card by the same underwriter.
So far my success rate with Halifax is 2 out of 2 approved. I've tried Virgin and Barclaycard many times but was only successfuly once with Barclay and never ever with Virgin.I know nothing0 -

It don't seem to have had many replies to this post - am wondering if it has been posted to the correct forum? Would this be better in the debt free wannabe one?
We are really looking to try an application by tomorrow - any help or advise would be really apprecitated.
