How to archive old icloud & itunes back ups to external harddrive on pc/ laptop (not mac)

Hi all,
I am trying to save costs and also start using my iCloud storage effectively. I have an iPhone and IPad and manually backup both up on my laptop (windows) by iTunes (ie plugging the devices into the laptop).
As I have no space on my iTunes / laptop or now on my iCloud I am backing up videos and photos to my Onedrive or Amazon Drive as well as the external hard drive but this doesn't help in backing up the devices (with whatsapp messages, and other newer apps etc)
Can anyone please send me links or step by step instructions on how to manually select my old backups from my iCloud (accessed via web browser on laptop) and extract them and download them and save them to my external harddrive please (It's a Seagate 2TB drive)?
Can anyone help on how to do this with my iTunes also? (how to download / extract/ archive ols back ups to my external drive so I can free up iTunes space)?
When I last needed to update my iPhone the backup restored from an old version of my phone in 2015! So I need to transfer/ archive both backups on iCloud and iTunes to my external harddrive.
I have 5GB iCloud starage but only 100mb available. I don't wish to purchase more iCloud storage as I already pay for both One Drive and Amazon drive and need to keep expenses down.
Both iPad and Iphone need to be backed up. Thanks so much in advance!
