PCN issued by Park Watch for waiting

Visiting from overseas, borrowed relatives car to check out son's new uni town Birmingham. Pulled into open car park at the back of some shops (city centre) to drop kids off to quickly buy something in a shop around the corner. Saw 'no parking sign', but thought I would be ok as I would only be there 5-10mins sitting in the car. Did not park in allocated space, but rather at the entrance (wide open space - no gates) few cars in parking lot. Kids were approx 10 mins. We drove off. 2 weeks later relative received PCN. Relative has already responded with my name and overseas address. As an aside, I remained in the parking area as there were some unsavory characters around and I wanted to have a full view of both sides of the street to have eyes on kids as they came back into the area (didn't know which way they would walk back). Two photos of the car, one as I pulled in to turn around and one at the entrance. The first image has 3 young men surrounding the back of the car (I was concerned) and a guy asleep on some gravel at the side of the parking area (I didn't see him when I pulled in). Second image shows still shows the guy asleep. Images show the car has moved. Also not in parking space. fine is for 100 discounted to 60 if paid within 14 days - that's tomorrow! Says I can appeal via email or by post... can anyone help with a template please?

You were parked!
It's not a "fine"
Now you have been named as the driver and live abroad you are in the pound seats!
No need to respond0 -
No need to appeal if you live abroad!
You are mistakenly thinking you have been fined!
(There is a template in the newbies FAQ thread if you want to appeal)0 -
Good, BUT was that relative the registered keeper, or a stranger to the contract?Relative has already responded with my name and overseas address.
...and have the scammers sent a new PCN out to you then?
Was the car hired/leased, or belonged to the relative who responded?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you are from overseas, you need to appeal admitting you were driver, giving your overseas address for communication.
They won't bother with court.0 -
Thanks everyone. I will send in the appeal template. The relative is the owner and registered keeper. No new PCN yet as I guess it't too early.0

Is the relative the registered keeper of the vehicle, or is it a hire/lease vehicle?
What parking company issued the parking ticket? From the Plain Language Commission:

Thanks for that, but asked for advice for appeal template. Why assume that because I live abroad I can afford to pay?
"In the pound seats" is an expression in British English meaning you're in a good position (best seats in a theatre or movie theatre), nothing to do with your own financial situation.0 -

When in Rome .... :cool:Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
