Richard D'Oyly Carte who built the Savoy theatre, the first electrically run theatre, is buried in Fairlight, East Sussex. This is where they are standing.
the author to whom they refer is H G Wells (802701 is the year to which his time machine went)
The 1904 pencil like construction is the Dungeness lighthouse and there's a visitor centre at the power station. sorry my brain has gone into shutdown

Hard for me to take long weekend prizes due to the amount of time needed from work

I think the answer is Boulogne - it's in another country and is a walled Cathedral town
