Can The First Tier Tribunal deal with a part residential part commercial property?

                    I own a flat in a building which is part residential/ part commercial with an absentee freeholder (I can reach him and I know where he lives, he just refuses to give the information
I ask).
It is proving impossible to sell the flat as there is no management company or contact from the freeholder (despite his solicitor making contact with him and him promising to send the information).
The sale of my flat is about to fall through because of it and I am about to lose a lot of money in solicitor's fees.
Can I take him to the First Tier Tribunal to make him put a management company in place? Will the FTT deal with it if it is part commercial?
I don't seem to be able to find a solicitor who will deal with a commercial/residential building.
I don't know where to turn anymore

            The FTT will not have a problem with part Commercial.
However, you can only take Freeholder to FTT for breaches of the Lease.
It is unlikely (but you can confirm by reading it) that the Freeholder it obliged to appoint a Management Company and probably not obliged to answer most of the silly questions which the buyers solicitor will inevitably ask.
You probably just need to be upfront with potential buyers what the situation is and wait for one who doesn't mind. Or go to auction.0 -
