No, you are not exempt-but only the northern part of Vauxhall is within the CCZ. Use the postcode checker on the TFL site.
Re-read the regs: To get a 100% discount, your car needs to be Euro 5 compliant, which it is, but also needs to have a C02 output of 75g/km or less, which it does not.No free lunch, and no free laptop0 -

I think Vauxhall is ok. The congestion charge is mostly for north of the themes. Not even most of Pimlico is in the congestion charge area.0

That's not correct. The largest part of the CCZ is north of the river, but a sizeable part is south, including large areas of Lambeth and Southwark. Look at the map.

If you're going to use Google Maps to direct you there, under Options, select Avoid Tolls, and it should then route you - if it can - avoiding the CCZ.0
