my brother had my mums landline phone online it was a package with tv & broadband in his name .he was living with my mum but he has moved out & we have no contact with him ,we are getting a personnel alarm system installed for mum who is in a wheelchair which connects to your landline phone ,we had to get the police involved to get him out as he was mentally abusing our mother. I assume he will get the phone line cut off so I need to get another landline provider set up as we cant take a chance of having no phoneline not sure if I ring ee & explain the situation they will be of any help as the account is registered in his name .any advice would be wonderful

They won't talk to you unless you can pass security. Does the DD come out of your brother's account, or your Mum's? If the latter, cancel the DD and your bro will have to deal with it.
The quickest way around this might be to simply get a new line provisioned. No free lunch, and no free laptop

has he just "moved out" ?
If he started this EE contract within the last 18 months, its in neither of his or your interests to stop it. As he would have to pay the money anyway.
Or he could transfer the contract to another house
If its over 18 months then Lucky, all you need to do is pick a new supplier and sign up with them. They will take over the line and transfer the number if you request.
I wouldn't go doing things out of spite.
It would be much cheaper to just go and get a £10 mobile from tesco, as a back up should the line go off0 -
he moved out last week he paid the direct debit out of his account .cant say how long ago he took the contract out ,but will try & set up a new provider if I can .0
