Tap looks sheared off

Last night hubby turned the cold water tap, thinking it was running (when it was the hot water running).
As the cold was actually closed, as he turned, without great force the head came away. He thought it would just need to be threaded back. 20 minutes later he wasn't so sure.
It almost looks like its sheared off. Does this commonly happen?
I estimate these taps are 20-35 years old. There is a tap for hot (positioned on the left of the sink) and one for cold (on the right) and the water runs through a central mixer. Looks like the whole lot needs to come off
Can it be repaired without a plumber call out and new taps or specialist tools?

A bigger overall picture would help. Does that dome cap unscrew ? It should hopefully just be a normal cartridge underneath. Something like https://www.screwfix.com/p/flomasta-threaded-tap-glands-24mm-x-2-pack/3279f

The dome on the tap does indeed flick off.
I have done another (clearer) photo with the cap off and the screw removed. The base of the screw does thread into the receptacle on the tap body attached to the sink. However, when the screw is in place in the tap head it does not reach in order to thread.

Its knackered. I had a similar issue and just changed the tap gland, bought from screwfix for under £7 a pair, do both taps. Only took 10 mins to do, just need to turn the water off first!
