Rectifying block paved drive issues

Purchasing a semi bungalow that has a block paved drive/hardstanding that's been done in the last 2 years. The typically (for 1960's builds up here anyway) narrow drive goes up the side of the property to the set back garage. The front door is on the side of the house so accesssed via the drive. Essentially impossible to park a vehicle on the section of drive that's closest to the house

Apart from a semi-circular area of plum slate over on the right hand side property boundary the whole of the front is block paved.The drive is to the left of the front of the house.

From what I can tell from old photos of when the house was for sale 2/3 years ago, the original drive was gravel with 2 rows of pavers inset, and the rest of the front had a dwarf wall around it with pavers. gravel and shrubs.

No planning permission in place and the dropped kerb for the original drive hasn't been extended and we don't think it's a permeable construction as blocks have v regular edges with smaller gaps and what looks to be sand between them.

The property is at a slightly lower level than the footpath/ highway so as far as it's possible to tell visually there's not a problem with run off there, however it does slope slightly towards the property
There are no drains/gully's etc on the surface and it would seem that the front is generally sloping towards a drain on the front corner of the house which has a downpipe from guttering going into it.
For the section up the side of the house it's not easy to see if there's a slope and the only drain is the one for the bathroom waste water.

I understand that best practice re the height in relation to the DPC is 2 bricks and this is 1 brick.

When we made our offer we took into account that as it's for my parents who each have cars, are elderly and have mobility problems we would need to have the dropped kerb extended, however the thought that there may be issues with planning permission in relation to the BP didn't cross our mnds, nor that the lack of PP might interfere with getting the license to drop the kerb.

We're in a quandry about what to do but I wanted to ask advice regarding what would have to be done to the BP so that it didn't require PP?
Assume that because the area is relatively small and slopes to the left (where the drive is) and the front of the house) the only solution would be to completely change what's under the blocks but what else would be involved? Would the blocks have to be changed for the ones that have the irregular edges?

Following some enquiries re the construction of the BP, the seller has said there are no plans, invoices or guarantees for the work, but they have provided the name of the contractor who did the work. On their website they say,

"...... excavate to 250 millimetre. The blocks will be laid on coarse sand with good aggregates to prevent sinking, this will be laid on a 40 millimetre spread....... 150mm of stone base. We use a vibrating base plate to compact, stones, sand and blocks. We use 60 millimetre blocks.

Planning permission not necessary if an ACO drain is installed to remove any surface water back in to the house drains or a soak away. The alternative is permeable paving.
Q14.What is permeable paving?
Answer: Permeable paving is a wider form of block paving that creates wider spaces between blocks to allow surface water to soak through.
