Financial association from mortgage quotation?

A family member recently requested a mortgage quotation from his bank together with a partner who he was not financially associated with beforehand. Is it correct that this mortgage quotation has financially linked them (which it has done according to Experian report)? The partner wasn't even present.

Yes it's correct. I've just checked the Halifax site and they warn applicants they must let the other party know a link will be created.
However, I'm not sure a privacy policy is something you'd read in full if applying in branch or via phone, if that's how the family member requested the quote?
The good news is that if they don't go ahead the link can be removed by the CRAs, provided that no other link exists.0
