Eligibility checker declined me but my score is "fair"

I'm applying for a credit re(building) card. The eligibility checker for capital one has said my score is too low but my score on equifax is 417 which is "fair"? Can anyone advise on this situation?

Your score is irrelevant. A lender scores you against their criteria and independent policies, using the data held within your credit file(s), added to the data you submit in any credit application.
If it were me, I would still apply for a CapitalOne card. If they decline your application for your chosen card, then they will often make you an offer for a different card, with a higher APR....I work within the voluntary sector, supporting vulnerable people to rebuild their lives.

It says the reason for declining me is my credit score is too low.0

Ignore it. You don’t have a credit score or rating. No one does.
It means you failed their own internal scoring system for eligibility0 -
Do one application - if that fails forget it for about 6 months before trying again.0

Try Vanquis or Aqua they have eligibility checkers too.0

What do your credit files show, there must be something lurking there especially as you ask for a "credit re(building) card".0
