New Tablet glitchy

Purchased a new tablet in July My tablet screen has no scratches , but is very glitchy and slow -esp the keyboard(which takes ages to appear) and inputs.I reset the device but same problems.It works fine for about 10 minutes but then starts to misbehave .I have noticed a black border on top (note it obscuring battery icon and time) -does this indicate a fault or damage ? http://oi64.tinypic.com/22i976.jpg
The seller -since he is from China, makes returning it difficult and has offered a £15 refund on the £33 total price paid(he has not asked for a vid of the problem , so i could me making it up for all he knows)
So should i ask for full or partial refund?

The black border pictured can be normal on some devices or apps.
That being said, do a screenshot of the screen from the device itself. If the border does not appear on the screenshot then it's a hardware issue and it would be classed as faulty.
You could always open a PayPal dispute if you don't get a full refund.0 -
Hard to tell from the picture but I think that may just be the way the background has been set, it doesn't actually appear to be obscuring anything that I can see.
I'm afraid you've bought a very cheap tablet and are basically getting what you've paid for. The seller may insist on you paying the return costs if going for a full refund so I'd be tempted myself to take the offered partial refund and learn from it.0
