In a word yes. DDs for phones, utilities etc as well as credit cards are all variable. As long as they notify you of the amount in advance they can take what you are due.

The day I got my credit card I stopped thinking how much money I need to leave in my current account earning little or no interest. Instead, I put money into various saving accounts earning some interest pay for nearly everything using the credit card and pay the bill in the end of the month.
