From all that I read on the parking tickets forum when I was there you are going to bring in as much trouble as you have now if you have them on site.
We had a similar sort of problem on our residential estate. The issue is that there are very few viable alternatives. The false clamping as a deterrent is fine but folks are wise these days and it probably won't be long before someone chances their arm
We were thinking of bringing in self ticketing. That way the PPC aren't on site. You take photos of the offenders and upload them to the PPC's website. They then send a ticket out. That gives you control (you can cancel tickets yourself) and it doesn't allow the PPC to start ticketing left, right and centre0
