Hi all
I wonder if you can help as im not sure what to do first.
On the 26th August my wife, daughter and i were on our way to london for a family trip and stopped at Membury services for breakfast. When we returned to the car it wouldn't start so we called Green flag and they came out and sorted it just enough so we could return to Bristol where we took the car straight to the garage to get it fixed (damaged CEM).
Today we recived a £100 parking notice (reduced to £60) fro ParkingEye. Short of pushing the car out onto the motorway there was no way it could move until Green flag had been so i want to appeal but not sure what the best course is? some info is saying contact Membury, some use a letter to ParkingEye, some use their online form...
Im a little lost, Please help.

It is not a fine.
Start by reading the sticky thread for NEWBIES then send the appeal template you will find there. Add a one liner about the breakdown and a copy of the breakdown invoice and repair invoice.
Send it all from The Keeper who was an occupant of the car. Do not reveal the driver's identity.
Also complain to the services manger about this abuse of a motoring refuge by a predatory company, and complain to your MP as well as the MP where the services is located.
These are some of the comments made by the MPs in Parliament concerning the unregulated parking industry (Feb 2018):

''Rip-offs from car park Cowboys must stop''; unfair treatment; signage deliberately confusing to ensure a PCN is issued; ''years of abuse by rogue parking companies''; bloodsuckers; ''the current system of regulation is hopeless, like putting Dracula in charge of the blood-bank''; extortionate fines; rogue operators; ''sense of injustice''; unfair charges and notices; wilfully misleading; signage is a deliberate act to deceive or mislead; ''confusing signs are often deliberate, to trap innocent drivers''; unreasonable; a curse; harassing; operating in a disgusting way; appeals service is no guarantee of a fair hearing; loathed; outrageous scam; dodgy practice; outrageous abuse; unscrupulous practices; ''the British Parking Association is as much use as a multi-storey car park in the Gobi desert''; and finally, by way of unanimous conclusion: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists and ordinary residents should not have to put up with this''.
These are the exact words used, so you should quote them to the MPs and services manager in a complaint and ask him/her to contact Sir Greg Knight MP if they want further information about this scam.I married my cousin. NEVER send a letter in the post to a parking firm, particularly not the massive ParkingEye.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do as above, contact the service area complete with evidence that your vehicle had broken down ( photos/scans of any documentation form the breakdown company etc)
They should cancel at that, as a follow up ( ie after the cancellation) you should also state that you are shocked that they find it acceptable to allow an unregulated predatory parking company such as parking eye to act as their agents.
Tip - if traveling look for 'local' services for food breaks, you can usually find a decent pub, or local town/village cafe for food - or at a push a supermarket cafe usually much much better that the hell holes that are motorway service areas ( with the exception of Tebay off the M6)
