Forget fridges and light bulbs. What uses the vast bulk of your energy is heating and hot water, and you haven't told us how the latter is provided yet. We had quite a cold spring, so I'd be amazed if the heating had been entirely off since December 2017.
As requested above, please also tell us if the tariff is E7 or single rate, and the annual kWh usage (on each register if E7). Quoting £££'s tells us nothing about the actual usage.
Comparing your own flat is meaningless, unless it uses the same type of heating and is all-electric.

You would be better using a kettle than an electronic device. - the kettle takes more load.
A second test is to switch off the consumer unit that is physically wired to the meter - everything in the flat should go off. That proves its your meter.
While at the meter make a note of the serial number and then compare it with his bill.Never pay on an estimated bill. Always read and understand your bill0
