I know that this system could still be open to abuse but it must be better than allowing someone to apply without anyone vouching for them.
Without someone confirming that I am who I say I am, what would stop me applying for a licence and providing a photograph of a totally different person?0 -
It's all BS anyway. I got my next door neighbour to sign my passport photos and they are just a cleaner in a hospital. Still got passport.0

Yes, it's strange no driving licence number needed for a passport counter signature but one needed for a driving licence application.
Perhaps that is the solution for the OP, get a passport and then use that to get their provisional licence.0 -
You need to know them personally, not professionally (or is that a typo?)
Whether they know you through your dealings with them being part of their professional life or not is irrelevant.
I was asking because there may be an obvious reason why the only person somebody knows personally is a probation officer who they have met through their job...0 -
I only know probation because I've been on probation lol I'm not saying they are the only people I know or had dealings with but on the list of signature's they are the only people I could of got but now seems because they don't drive then maybe it won't go through! You'd think with probation there could be other checks they could do without a driving licence number0

It statesYou don’t need someone to sign your photo if you’ve agreed to have DVLA check your identity by:
- contacting HM Passport Office
- providing an up to date passport, travel document or BRP
- providing your EU or EEA national identity card (except for ID cards issued by the Swedish Post Office)
That would indicate that your identity/photo can be verified by reference to your passport.0
