  • Slightly odd they expect the signatory to have a driving licence. Their purpose is to confirm your identity, no driving involved.

    Surely the driving licence requirement is so that the DVLA can confirm the identity of the counter signatory and as driving licence records are something that the DVLA will have easy access to, this will be by far the easiest option for them.

    I know that this system could still be open to abuse but it must be better than allowing someone to apply without anyone vouching for them.
    Without someone confirming that I am who I say I am, what would stop me applying for a licence and providing a photograph of a totally different person?
  • It's all BS anyway. I got my next door neighbour to sign my passport photos and they are just a cleaner in a hospital. Still got passport.

    Yes, it's strange no driving licence number needed for a passport counter signature but one needed for a driving licence application.

    Perhaps that is the solution for the OP, get a passport and then use that to get their provisional licence.

    They know you personally if they recognise you, know your name, and have had non-trivial dealings with you.

    Whether they know you through your dealings with them being part of their professional life or not is irrelevant.

    I was asking because there may be an obvious reason why the only person somebody knows personally is a probation officer who they have met through their job...
  • I only know probation because I've been on probation lol I'm not saying they are the only people I know or had dealings with but on the list of signature's they are the only people I could of got but now seems because they don't drive then maybe it won't go through! You'd think with probation there could be other checks they could do without a driving licence number

    It states
    You don’t need someone to sign your photo if you’ve agreed to have DVLA check your identity by:

    - contacting HM Passport Office
    - providing an up to date passport, travel document or BRP
    - providing your EU or EEA national identity card (except for ID cards issued by the Swedish Post Office)

    That would indicate that your identity/photo can be verified by reference to your passport.
