    You have already been told that you need to appeal on each and every point that is available to you. C-m has already told youy some of these, and any she hasn't mentioned you can find in post 3 of the NEWBIES.

    You have all information from the scammers and hire Co, so you now need to start ripping apart point by point.

    As for the carp in the hire co letter, there is no governing body for private parking scammers, it is completely unregulated. They have got the name of one of them wrong as well.

    They cannot treat a scam PCN the same way as a real council fine or penalty unless it is in the written contract between them and the hirer. It is not.

    Yes, a hirer/lessee needs to hammer home the main points which are:

    - the PCN (Notice to Hirer) did not enclose the required documents set out in para 13/14 of the POFA. Thus the appellant is not liable.

    - the signage was not seen, not prominent (BUT BE CAREFUL NOT TO BLAB ABOUT WHO WAS DRIVING AT THIS LAST STEP!)
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
