House renting hold-up Q

Hi everyone,
Currently waiting to start renting a property, I'm chomping at the bit to get the tenancy agreement in place so I know exactly where I stand and when the move in date is, I've asked whats holding everything up and estate agent has said this;
"I have spoken with the current tenant and they believe they will have vacated by the 30th September however this could change due to the house completion.
I will inform you when I have a fixed move in date, until then I cannot send you a tenancy agreement."
Can anyone shed any light on what this means? Should I be worried?
I understood the current tenants were waiting to buy a house and I am flexible around the date of moving in so its not too much of an issue.
I'm just worried it might fall through and then I'm left with no house to rent + I have paid £250 to secure the house which is non-refundable.
Sorry for the nieveity - just not a seasoned renter or home buyer so never been in this position before.

Fair enough. Until what point? I can't be expected to wait forever for a move in date.I'm not too concerned with the deposit, anyway, it was just a little extra info about the situation. More concerned with the potential for a larger hold-up or it falling through - as we love the house.0 -
Maybe the current person renting is buying a new build and is waiting on the developers to give them a firm moving in date.
I understand these are generally at the end of the month but the developers often only give them 2 weeks notice, so that would explain things.0 -
no landlord will sign a tenancy agreement with a new tenant till the existing tenant has left.
If the existing tenent failed to leave when expected, it could take months to evict them, and the new tenant (you) could then sue for breach of contract (based on the signed tenancy agreement).
The landlord cannot know for sure if/when the current tenant will leave. He is dependent on
a) what the current tenant tells him and
b) whether the current tenant does as he says he will0
