My lawn still has brown patches all over it from the hot weather. Will it come back over the winter or will i need to reseed?

It will probably come back. Probably...

But, seed is so cheap, and a good loosening rake followed by a fistful of seed will have it green in a month. So, I'd seed!

It should come back but you need to remove the old dead blades of grass with a lawn rake or scarifier. The brown grass will not miraculously turn green, new grass comes from below.
