Of course they've ignored your emails, Norman's question is ridiculous.

They have no opinion either way of whether you're liable or not. Not their problem.
All they've done is fulfilled their legal responsibility as keeper of the vehicle (in UK terms, s172) to notify the authorities who was responsible for it at the time - the hirer. You.
The Ts & Cs of the hire contract allow them to charge you for doing that.

@Norman_Castle Thanks we tried, they've completely ignored our emails.

@AdrianC Thanks, was just worried that at some point I'd end up paying more than I should, late payment fees etc. Fingers crossed the traffic charge wasn't worth sending a letter out.
If I can reassure you I had a similar situation at Nice Airport with Avis 2yrs ago c.EUR40 charge from Avis with a link to French traffic authorities website. Nothing ever appeared on website nor did I receive a fine and I’ve hired plenty of cars in France through Avis since. As Adrian suggests I expect it’s a genuine charge for providing the info at which point the French authorities see it’s a foreigner and choose to do nothing with it.
