Twenty years after the death of your Mother 5 of the 6 beneficiaries of her not inconsiderable estate have received absolutely nothing, whilst the sixth has been living rent-free in a house he only has a small stake in. What would five-sixths of the monthly market rent for the property be, multiplied by 240? 100 grand? So the rest of you have nothing and he's laughing all the way to the bank, no wonder he doen't fancy moving.

You are missing my point. There are all sorts of things to be considered such a CGT, the effect on benefits etc. Etc. The family would be foolish not to get professional advice rather than relying on this or any other internet site. The world is not as black and white as you are suggesting particularly where families are concerned.
