The clue is here:
the Direct Debit Guarantee says;
"If there are any changes .......
So if the amount is the same as last year, there will be no notification, because they have nothing new to tell you.
The time to complain is if and when they take a different amount.
The amount taken was £10 more than last year, as Adrian C confirmed, hence our expectation to seeing a letter telling us so.

In our case the increase is nether here nor there. But, I'm sure there are people in the UK where £10, or whatever the increase is, may be an issue.
As it's clear the general view in the responses is what does it matter if DVLA don't play by the rules they sign up to, I think I'll leave it there.0 -
Then perhaps they'd be better driving a car in one of the lower CO2 groups, instead of one of the very highest groups (we're talking about Band I out of A-K for cars new between 01-06, A-M between 06 and 17), where the increase was less - £0 A-C, £5 D-G.In our case the increase is nether here nor there. No, it's more one of pragmatism. Yes, they appear to have broken the rules. So, sure, complain. Then what...?
