We received a parking fine frim Highview. We have sent the standard letter from the newbie section, this has been rejected and I now have a Popla number. What do I do next? The fine was literally minutes over the time and there is a very good reason why. Tried contacting the company we visited but cannot get hold of anyone. It has also taken them months to send the fine to us in the first place.

    It is not a fine.

    Just construct a PoPLA appeal using all the template appeal points available to you from post 3 of the NEWBIES. Grace Periods will feature prominently in this.

    By "minutes" is this
    10 or fewer?
    or more like 30min+? As the advice changes.
  • Less than 6 minutes. To give you an idea the event we parked for was 2:45 minutes long. The parking limit was 3 hours. So to arrive, park up, do the event, validate the parking ticket and leave would not be possible in 3 hours. The ticket was validated at the retailers and did not show up any problems. Obviously the machine kept the ticket.

    OK, so complain to the retailer and follow the rest of my advice from post 2 above. Note there are two grace periods, so both need to be quoted, and complaints made that the scammers are not adhering to these grace periods which they must do in order to obtain keeper data from the DVLA.

    Complain to the BPA. DVLA, your MP, and the MP of the event area if different.

    These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

    We don't need any threads about Highview, they are too easy to beat - it is VERY odd that this has gone as far as POPLA stage.

    Strange they didn't fold first time - you didn't add anything to the template or choose the para: 'I was the driver' (appeal choice) did you?? Surely not.

    Looking at the original charge notice, there is no mention of POFA or a timescale. It mentions parking eye v beavis. The only timeline is for payment or 28 days to submit my objections. Is this a golden ticket?
    So for my POPLA appeal I need to mention BPA code of practice and POFA 2012.

    'POFA 2O12 NO KEEPER LIABILITY' will be the 1st point, followed by the usual others in the NEWBIES thread post #3.

    All standard stuff that wins 100% of the time, v PPCs like Highview, CP Plus, CEL and Smart, all of whom never use the POFA and can't hold an appellant keeper liable.
