No, they are (and always have been) entitled to make a judgement on what to do based on resources and priorities. To give an extreme example, if you told the police that you saw someone dropping litter ten years ago, would you expect them to pull officers off a murder investigation to investigate it for you? Your case is obviously not on a par with that - but at the end of the day driving without insurance is still a relatively minor motoring offence (punishable by points and a fine), and ongoing cuts to police budgets mean that much more serious crimes are often given only perfunctory attention.
By all means report it, but don't hold your breath for anything to happen.
