I really hope that your mum is just hoarding the cash at home because everything that is now coming out really does suggest (to me) that there is something untoward going on. I won't point the finger anywhere because that will get me pilloried by all and sundry but, if the cash isn't 'under the mattress' then it seems highly unlikely that anyone could ever account for that level of expenditure in your mum's circumstances. If someone is taking advantage, that could also explain why your mum doesn't remember the withdrawals or how she spent the cash - because she didn't. You need to move quickly on this and reducing the ATM withdrawal capacity might not be the answer.0

It is a relatively common problem. Vulnerable persons being taken advantage of, financially, by so-called friends.
