According to Selectra it's not yet open for 2018/19

The online application process for the 2018/19 Scottish Power Warm Home Discount has not yet started; however, you can call the below number to receive information and eligibility. The earlier you call, the better chance you have of saving in 2018/19.

So what is the URL? I've googled it and can't find it. All I can find related to WHD 2018/19 is a thread on the SP community which refers to the Selectra web page I linked to above:

Just went on my account with SP put in WHD and it took me to the page to apply. you have to scroll down to a green apply now notice and fill in the form that it gives you.

A problem with the dates posted? The current scheme is 2018/19 which ends in March 2019 and applications for that are closed. The new scheme is 2019/20 and applications for that are not yet open.

The Warm Home Discount Scheme for winter 2017 to 2018 closed on 31 March 2018. The 2018 to 2019 scheme will start on 15 October 2018.

Oops! Read my previous post which I edited when it dawned on me: i.e. applications for the current 2018/19 scheme due to start on October 15 2018 are closed. The next scheme is 2019/20 and applications are not yet open
