Help: Parking Penalty Charge for Stopping on Bus Stop, Original not received. My options?

Hi All,
I stopped for 10 seconds at a bus stop to pick someone up and I have been charged a PCN. However, I never received it and the first I heard of it is a charge certificate I just received today (dated 21/08/2018).
It adds a £55 charge to a £110 penalty. I was only stopped for 10 seconds.
To add further context: I am a disabled person and currently hold a blue badge as I cannot walk very far. The person I was picking up is also disabled and cannot walk far. They simply got off the bus and waited for me, until I could pick them up.
My appeal period seems to have expired, without me even knowing about this. I didn't receive the original ticket. Just this charge certificate straight away in the post. Do I have any recourse here? I really don't want to pay an overpriced £165 for stopping for 10 seconds.:shocked:_pale_:think:

No poll needed. The best option is to go over to our friends on pepipoo.com who are the council/police motoring experts. You will need to register there with a non-Hotmail address before reading the FAQs and posting your question.

None of the above. I would delete the poll as your options are not correct.
If the charge cert is the first you heard of it, I believe you must wait for the next form, the Order for Recovery, and tick the box to say you did not receive any Penalty Notice and want the case reset to appeal.
Then when it is, you can appeal and say you and the passenger are disabled, etc.

No hotmail emails allowed on that forum, so don't try to register with one.
Next time, you do realise that you can stop on double or single yellows to pick people up (never bus stops, never taxi ranks, never crossings/zig zags). As long as the yellow lines do not have kerb blips/loading restrictions, that's where you pull over, not into bus stop, ever!
Anywhere else except a red route/clearway, and you'd be fine to pick up!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You will need to find another reason rather than your or friend's disability for stopping at a bus stop.
Disability/Blue badge does not provide a defence and in fact the handbook that comes with a blue badge makes that clear0 -
Just like to point out that unforseen is totally correct.
Sounds like it's a restricted bus stop which would have a thick yellow line running along the kerb side of the bay supported with yellow plate signs bearing the wording "no stopping except buses". Unless such signs are missing, you have no grounds of appeal because it's the same as a clearway restriction which means 'no stopping' thus it matters not how long or short you were stopped for.PLEASE NOTEMy advice should be used as guidance only. Sorry to jump in on this thread but I’m new to this.
I stopped near a bus shelter but there was NO flag! and any plate showing restrictions. Is this still valid under a 47???0 -
