Please help! NTK from Excel after 25+ days

Need some help please.
I have recieved a PCN NTK in the post from Excel Parking. The contravention date on the letter is 27/07/2018 and the issue date is 21/08/2018. The letter arrived in the post some days after the issue date. Are there grounds of appeal based on them not sending the notice to keeper within 14 days? Not very clear as I understand Excel use IAS for appeals and some have mentioned they don't have to abide by POFA? Sorry if I have got that all wrong but please any help with an appeal on the above grounds is much appreciated.

You just need to send the appeal in the NEWBIES thread then they WILL reject it, and you WILL ignore them. There is no appeal that works v an IPC firm.
Come back at court stage, should they try.
Do not pay it.
The NEWBIES thread tells you to always complain to the landowner first, so we assume you've tried that before posting?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
