Debt collection letter from CEL

I have recieved a debt collection notice for £170 - unpaid debt from ZZPS acting for CEL in relation to a parking charge. location, date (14/4/18) time & car registration on it. I live in scotland. The location for charge is in scotland. I have not recieved any other letters regarding this. I am the keeper of the car.
Should i put an appeal letter to CEL? or ZZPS or both?
Should i just ignore this?

As it is Scotland and CEL got their fingers burnt there, I would ignore it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
