Time limit for issuing penalty charge

Date of my contravention was 8/7/18 and date of notice is 21/8/2018. Is there a 28 day limit for a Council to issue a notice?

I thought it was 6 months , BUT as this is a council pcn and not a private pcn, I would suggest you take it to pepipoo forums and ask in their council section (same advice we give to everyone with a council pcn)

I believe postal PCNs from Councils should be sent within 14 days, usually, but they have an - up to six months, at a stretch - 'excuse' if there are reasons for the delay. A reasonable excuse for the delay would be, for example, if they had to get your details from a lease/hire or company first, if you are not the registered keeper yourself.
We mainly deal with private PCNs on this forum, and have a huge knowledge base here for those. You are best posting about a Council PCN on pepipoo as they have over 90% success and much more knowledge there than the few of us who know about Council PCNs on this forum:

Do not try to register with a Hotmail email. It will not work on pepipoo.
Do not post without a photo of ALL PAGES of the PCN, and ideally a GSV link to where the car was parked/signs in a shared close up GSV link, so the posters can see.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
