I googled and found that. From their statement, it looks like all homes that have CIGA guarantee should always have a record from them. But still would like to ask here for assurance.

Why would any other organisation hold them? I don't suppose GIGA keeps copies of people's FENSA certificates, for example. Individuals who own relevant properties should have them, of course, but not everyone is organised and some will be lost.
CIGA will know if the address is registered with them. Whether they tell you in good time, or tell you at all is a matter of some debate!

Just an update.
I emailed https://ciga.co.uk and they don't hold any record for the property I am interested in. https://ciga.co.uk also pointed out that there are other guarantee providers, which is also mentioned in their faq:If I have Cavity Wall Insulation does that mean I will automatically be covered by a CIGA guarantee?
No, your insulation may be covered by another guarantee provider.0 -
You asked specifically about a CIGA guarantee. My answer related to that.
If the property's guarantee, assuming there was one, came from the firm who did the work, it might now be worthless, especially if no one knows who did it!0
