Sorry yes you had already explained.

With the mower unplugged from the mains, does it take much effort to rotate the moving parts? A bit of WD-40 or similar in the bearings might just free things up a bit.

The mower works ok when plugged directly in to an indoor socket, so Maybe your theory of it having a problem because of an internal fault when plugged in to an extension lead could be right. Will give it a good clean and then see if that sorts the problem

From recent experience with a friends mower try holding the switch on and moving the cable where it joins the mower. It might be an intermittent fault caused by wear or a loose connection. Its possible moving the cable for different sockets is affecting whether it works or not.

If the cable is exposed at the plug end, just cut it back a few inches and rewire and test. No way should you be using it with the core wires exposed, as the outer sheath is no longer taking the strain-and the inner cables will be in contact with wet grass. So, just a very thin coating of plastic between you and nearly 7 amps.
If the cable does have an intermittent break in it, then, unless it's been partially cut, the break will invariably be at the plug end or mower end, because these are the points that take all the strain.
No free lunch, and no free laptop ;)

Just an update, I changed the lawnmower power cord and everything now working.
