Errrmmm...I assume your wife was in the car.
Motability vehicles are only for the use of the disabled person, not for the named driver to take kids out/do any activity without the disabled person - or unrelated to the needs of the disabled person - under any circs (I assume you know that, just checking this was the case as my suggestion below says your wife was a passenger).

No need to hide behind 'the driver' seeing as the appellant already blew that 100% winning point. The appellant can speak as the driver in the appeal and should talk about the passenger's disability issue at the start, assuming she was in her Motability car as she should have been.
In your first point about Grace Periods you need to say, first:I was the driver and we have been accused of an alleged overstay (12 minutes) in our local council run leisure centre car park. My wife was the passenger, she has a disability we have a Motability car to allow her to go about her daily life.
My wife has a Blue Badge and this is uploaded as evidence, to prove the disability, even though the operator already knows from the DVLA that this is a Motability car.
I appealed that my daughter was genuinely ill on-site. That plus the fact my wife is disabled, and needs more time to go about our daily life, resulted in the slight overstay. They responded via post only asking for medical evidence for my daughter’s illness. I then wrote back and asked what medical evidence could be offered as the overstay happened on a Sunday and GP surgeries are closed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep, that was the case and well aware thanks.
Will add the details suggested too. On a separate note a quick search on my local council planning portal reveals no planning permission submitted for the pole mounted ANPR cameras so am looking into this with the council.0 -

Definitely attach the BB, upload a pic of it with the POPLA appeal or embed a pic of it there and then into the document.
Concentrate more on the fact the other passenger (your wife, the Motability rk) is disabled, than the daughter who was sick, in terms of the first appeal point.
