Disabled vs UKPC

So, as a disabled driver my father in law got a parking ticket, when he stayed too long in a drop off point.
He actualy read the sign which said "no return within 30 minutes" so he thought that meant he couldnt drive away prior to staying 30 mins!
That asside, his 56 minutes there resulted in a ticket.
Is there a seperate method for driving disabled and parking bays?
Ive got the draft letter ready for appeal and ive complained to the hospital PALS so this thread can be a record of this if the PALS is a success.
If not, appeals and templates I guess (and this goes down as a failure with PALS and Milton keynes hospital)
