I notice that they used the word "penalty" and not "parking"
let us hope that a new unique mandatory term and acronym will be used when the new Parking Bill gets royal assent so that these terms no longer get bandied about willy nilly

I don't support the mitigating circumstances here. A screaming baby with a filled nappy is NOT an emergency. Having had 3 sons myself and having both these things happen when they were babies, an extra 4 minutes to buy a ticket is not life threatening.
Obviously I will be out of line with some people on here. Sorry.0 -

Well yes probably not an emergency as you say but maybe quite stressful and stress plays a big role in making decisions, making 100% sure she "must purchase a ticket" wouldn't have been high up on her priorities.
This is where the "Common sense" and "fairness" approach would be useful but we cant expect this approach off the blood sucker PPC,s!! can we?0 -
I'm not sure the EA will cover this. The car park seems to have been used as a convenient spot to clean up and feed the baby. There for almost half an hour, but made no effort to pay the P&D ticket. The EA doesn't absolve her from that.
