Not entirely correct, sorry.
If EDF had used the correct transaction code on the final collection to indicate it was to be their final collection, that would have made the bank decativate the DD mandate.
But as it seems EDF did not do this, then you are correct that EDF cannot now take any action to clsoe the mandate (save for making another collection and using the final transaction code, but they won't do this now the account is closed and settled)0
