Change of reason for fine.

Hi would appreciate help if possible.
I was attending an awareness day for Cruse the bereavement charity and parked my car in a disabled bay.
On return to my car I had a parking ticket for an incorrectly displayed blue badge.
I appealed the ticket and sent pictures through of how the badge was correctly displayed.
I received a letter turning down my appeal stating that the penalty still stood because I had over stayed the 3 hours by 30 minutes. I was late due to a volunteer not turning up to help me pack things away.
I’m wondering if they can change their mind on the reason for issuing the ticket, guess I was a bit naive to send the photo but was so upset about them issuing for wrongful display.
Any help appreciated

Must be a private one as disabled bays can be used for the duration they are needed, on street.
