PCM - appeal declined, now with debt company

I have received 4 parking fines since living at my residence (8 months in total).
We have private parking right in front of the 2 blocks.
Admittedly, I stupidly ignored all tickets when I got them, I then started to receive letters from Trace Debt Recovery referencing my 1st ticket (15/03/18), stating I now owe more and I might be taken to Court... I decided to send an appeal through anyway (on 17th July 2018);

Dear Sir/Madam,
You issued me with a parking ticket on the dates stated above, but I believe they were unfairly issued. I will not be paying your demand for payment for the following reasons:
Firstly, there are mitigating circumstances to explain why the vehicle was parked where it was and the charge should be waived for the following reasons.
On all accounts I had returned home and was unloading heavy equipment into my flat which is on the top floor. After I had done so, I moved the car immediately into the garage or took the permit from my partner’s car and he moved his car into the garage. We have only been issued with one permit, like all other residents in the block, therefore we share usage of the outside parking.
It’s ridiculously unfair that I should be ticketed for unloading at my residence and then moving my vehicle to the garage.
Secondly, the amount you have charged is not based upon any commercially justifiable loss to your company or the landowner. The parking area in question is for residents, which I am, with permits that are given as part of each lease.
All tickets have been issued at around the same time in the early morning hours, which is worrying, as it appears the parking attendant is watching me closely and knows my schedule. I find this extremely distressing and intimidating, and I believe this constitutes harassment.
If you choose to pursue this further please be aware that I will not enter into any correspondence and this will be the only letter you receive from me until you acknowledge the specific points raised in my letter.

I am also aware that appeals cannot be perused once the case has been passed over to the debt collectors - as per the ticket and letters.
Before I got a reply for this appeal, I got a final warning stating my case is being reviewed by the Country Court... I was scare mongered, and I ended up paying the fine for that 1st ticket (on 03/08/18), to which I left a note to say that I am paying without prejudice. - I have noted that maybe because I have paid for 1 I technically am admitting liability?? Even though I stated I was paying without prejudice. But I have still been ticketed unfairly, so extremely annoyed.
AFTER ALL OF THIS, I then received 3 Trace Debt Recovery letters through the post for all the other parking tickets (mid August).
Following that, I got a letter from PCM saying they cannot accept my appeal as my case is not with Trace and I need to contact them. And that basically no other appeals service is valid now - this I received on 20/08/18 at 8pm, with a date stamp of 20/07/18!! A whole month later, but they've stamped it to look like they replied ASAP.
In essence, I think this attendant lives in my block of flats and prints all letters/tickets from home and hand delivers them, as I receive letters through my door at night.
It's somebody in my flat that's out to get me, I'm sure of it. But I really don't know what to do from here...Is it worth fighting or do I need to suck it up and pay, lesson learnt? Not sure what my rights are from now?

What do you mean, "being reviewed BY the county court"? Do nt you mean - they were reviewing to see if it could be ssrnt there?
WP has no effect on liability for other tickets...
Trace can be UTTERLY ignored.

Come back at (real, Gladstones) court claim stage and stop taking debt letters seriously! Debt firms are toothless, should NOT be contacted at all, and can't take it to court.

Take heart that we know what we are doing and see 99% of cases reported as won.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
