Blown MDF window ledge

The window ledge in my bathroom is made of MDF (I know!). It has got wet and swollen in places. I have sanded it flat and primed it, them sanded and primed it again. As the blown patches are fluffy they are slightly raised even after the priming and sanding.
What can I do to get it looking good (other than replacing it!)?

    uPVC window ledges can be glued over the existing damaged MDF ledge without removing it using silicone sealant (ensure the MDF has dried out first).



    B&Q and Wicks do a few different profiles and sizes (it's easy to cut to the size required) . . . no doubt there will be other outlets :)
