Contesting Speeding Fine

So I (or my wife) was caught doing 68 in a 60, a bit naughty for sure.
The thing is the offence was on 14 April 2018 and the letter has only just arrived, dated 20 August.
According to Lord Google, they have 14 days to issue me with the Notice of Intented Prosecution and have overshot by almost 4 months.
Any ideas how I should go about telling them to kindly do one?

Are you the Registered Keeper, i.e. the V5C logbook is in your name and possession?
If not, the 14 day limit doesn't apply.
Whether you are or not, the request to name the driver is still valid, and must be complied with within 28 days.0 -

OK. It's extremely rare these days for a NIP to be sent out late, so the first may have gone astray. Even then, it seems a long time for a reminder. I'd suggest
1. Send back the s.172 ASAP naming the driver. If you delay, it may be too late for them to offer a fixed penalty should the late NIP not be an issue.
2. Phone up and enquire. If it's genuinely late, they may agree to take no action.
3. If they don't, and you still think it should be contested, then you or your wife should ignore any offer of an FP and go to court. Don't forget to keep the NIP as evidence.

What is the Docref on page 2 of the V5c? It's an important question0

I've been the registered keeper for a few years now so that should be ok.
There is no indication that this was anything other than the 1st NIP and surely if this was the 2nd then I'd be in trouble by now as the 28 days has long gone (assuming that the 1st was sent within 14 days)?
I'm going to give them a call tomorrow to see what they have to say, as the letter was only received today I am well within the 28 day limit at the moment.0 -

As above take your question to
http://forums.pepipoo.com As they can offer specific advice, and would also be interested if this is a genuinely late NIP as there hasn't been one now for absolutely ages. Incidentally, and again as above, check your docref 'thinking ' the address is exactly right is not good enough, it might be as simple as a wrong postcode or house number.
When signing up though don't use a hotmail account as their system doesn't like it.
At the moment you still need to return the NIP stating unequivocally who was driving so you need to sort that out immediately .
