Raised Ironworks damage to car.

Could anybody tell me how to make a claim against Wyre Borough Council for damage to my car ?
Went down a ramp on Hawthorne Road in Thornton Cleveleys and my car was damaged by raised iron works less than 1 metre after the ramp.
About 20 minutes later when I returned to the scene, the workmen had put a cone on it to make it visible so it cannot be driven over. This should have been put there immediately the work had begun. Oil from my car can be seen on the road.
I have now got it repaired and it cost me £352.
I have photos of the scene, my oil down the road (as the oil sump went) and photo of the damaged oil sump, not sure how to upload them here though ?

Send a letter before action to them. The LBA will detail the circumstances of the incident and why you believe they are at fault for it. You will also confirm the amount you are claiming and provide them with supporting documentation eg copy of the paid invoice and copy photos.Mortgage started 2020, aiming to clear it in 2026.0

I assume there was ongoing road resurfacing work as you refer to a ramp and the presence of workmen.
What you haven't mentioned is what signage there was leading up to the work site, any of these by any chance?

There was a sign saying ramp and then about a metre after going down the ramp I hit this thing.
They clearly knew they were in the wrong or they wouldn`t have put a cone over it.
I address the letter to the Highway department ?0
