Park and Tube Penalty Fines

Hi, has anyone been caught out by the London Park and Tube Penalty fine for not registering their car specifically for each tube station rather than just updating their new car details on their website? Asking on someone's behalf who wants to appeal this based on never having tried to avoid a parking charge but feels a little hard done by paying £60 when they thought card was going to be automatically charged when leaving the tube car park? Just seems mad you have to register for each tube station and then re-register again when you change your car as what has happened in this case.Car details were updated on the site but didn't realise about registering for each tube station. Is it worth appealing this?

Who's issuing the charge, and for what reason? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

In a tube station car park?
I think all London Underground station car parks are 'not relevant land' as defined by PoFA. This means that liability cannot be transferred from the driver to the keeper.
This thread may help with the detail of that:

As well as the above link from KeithP you should familiarise yourself with the whole sordid unregulated industry by reading the Sticky thread for NEWBIES, then send the initial appeal template from the keeper that you will find there.
Please also complain to your MP about this as advised in the NEWBIES as well.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
If it's a bog standard NCP parking charge, appeal it using the NEWBIES template.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
