Q park lost ticket charge - advice needed

Hi everyone,
My husband parked in a Q Park in Leeds on Friday after work and was there for approximately an hour and a half. He lost his white ticket used to pay, so called the help button. They said they could not release his car unless he paid the “lost ticket charge” of £46.
There are multiple cctv cameras, so it would have been very easy to see what time he entered the car park. But customer services were not at all helpful (we have contacted them both through social media and on the phone). Do we have a case here? £46 is extortionately high and due to us buying our first house a week ago it’s just not something we can afford.
Any help on how we can proceed with this would be helpful. Thanks in advance.

Q park is a BPA member.
I believe it is unlawful to demand payment to release a car on private land as it was outlawed when the Protection of Freedoms Act was introduced in 2012. Complain to the BPA and DVLA about this.
It may also be a criminal offence.
Did payment have to be made before the car was allowed out?
