BHX Airport APCOA Appeal "not considered an appeal"

I would be most grateful for some further assistance in this matter.
Had a NTK PCN from APCOA 2/7/2018 for allegedly contravening 'dropping of or pickingup outside designated areas" at Birmingham Airport.
I used the template from the newbies forum to appeal and received a reply
But had not been given any further details of how to contact or take this forward. The feedback I received from this forum was to complain to BPA and DVLA and my MP and await the POPLA code. I have done so.
My MP's team had contacted APCOA who state that the letter saying I deny liability is not considered an appeal, and the fact that I have not made contact (despite not knowing who to contact) means that they have now sent this onwards to a debt collection agency.
I have been advised by my MP's team to make telephone contact with APCOA, but before I do so would like to know what my appeal grounds are and what I should say?

DVLA have provided your information to us. Please note as the registered keeper of this vehicle, you are liable for this ticket,
unless details of the driver are provided. To perform a transfer of liability please provide the driver/company name and full
postal address, once in receipt of these we will be able to transfer the parking charge notice to the driver/company.
Please note that the above requested information needs to be provided within 14days of this letter. This can be submitted
online to:
Again, we must inform you that failure to provide above request or make payment within 14 days of the date of this letter may
result in the outstanding amount being increased, or passed to a third party for the recovery of the full, non-discounted debt.
Please note that you will be liable for any additional costs incurred in the collection of this debt via this method.

Just to add that I haven't been given a POPLA code at any point and is past 35 days since I made my appeal (5th July 2018)
Was going to point out the airport land is subject to byelaw control and is not relevant land.0 -
