Missed appeal date

Hi all,
Sorry to start a new thread, no doubt this question has been asked and answered before.
The registered keeper received formal demand letter from UKCPM in regards to a parking ticket that was apparently issued on the day of the contravention (I say apparently because the driver was not issued with a windscreen ticket). Unfortunately the registered keeper forgot to appeal the ticket within the 28 days and has now received a debt recovery letter. Can anyone please advise what to do now?
Also, does/would it have made any difference if the time the ticket was apparently issued was a good half hour after the time stamp on the pictures showing the contravention and long after the driver had already left?

2) only a judge can decide on that aspect of law, if it gets as far as a court case0 -

Thanks for the info KeithP. Just to clarify though, is it ok for the ticket itself to be issued half an hour after the images showing the contravention taking place? The driver had already left long before the time that the ticket was supposedly issued so they couldn't have placed it on the windscreen. Thanks0 -

I cannot imagine there is any particular restriction the states when in that six months the ticket has actually to be produced. For example, they could all sit in a computer and once a month someone hit the 'print' button to print all those collected over the last month*.
*if they wished. I don't know why they might do that.0
