You can improve your credit history over time but don't try to change the score. It's distracting you from the real issues. Get the debt cleared and move forward.

Okay so ignoring the score what is the best plan of action to clear the debt on paper. Is moving the debt to a CC and paying it off that way better on paper - I'm assuming this stops the AP's?
Yes - assuming you have a card or can get a card with the limit you need to pay the full balance, and enough of a 0% promo period to then clear it down

No - it will be removed after 6 years

You could try the ICO - though I'm not sure what more they can do. What exactly is the complaint again?

The complaint is a bit complex, essentially I didn't get a bill for 4 years, I tried to get back billing code applied, they said I need to prove I tried to set up an account, I did but it was 4 years prior so call logs ect long gone. Taken to ombudsman but they didn't do anything, failed to appeal as I lost faith in the system and started paying back.
E.on marks are all green until I moved house and supplier. Now they report the AP marker. E.on specifically told me that there would be no negative info shared regarding repayment as the error was a joint one (they didn't bill me and I hadn't chased it) on multiple occasions. Now I find that my score is going down steadily month by month and the AP's are the only negative thing being reported month by month.
I'd like to complain because they have led me to believe that the issue is not negative,
they have apologised and formally taken some responsibility for the debt accrued, however I now know that it is has been reported as AP and this is seen as negative. So essentially they've made a billing error, they admitted and apologised for this, I have agreed a plan to repay the amount and have been reasonable, yet my credit file has taken a hit for something that started with their error, all the while they have reassured me that it would not be negative. So 2 years down the line of paying £100/month believing that I'm being a good paying customer I get a slap in the face when I find out each payment actually just makes me appear to have an irresponsible credit history..
Now I'm going to see about paying the debt off onto CC (£1300 onto a 0% and the rest with cash) but I would have done this when the ombudsman failed to take action 2 years ago and would have been cleared on my file for a long time already had they told me my agreement is seen as negative (which they still deny it is).0
