Hi,
I received a notice on my windscreen which looked liked a PCN, but wasn't it read "this is not a PCN".
1 week later i received a letter in the post which was described as a PCN, giving me 28 days to pay up for a alleged parking offence, which i dispute.
I am lead to believe that under the freedom of information act, unless it uses a ANPR which it wasn't the firm have to issue a PCN n the spot and wait 28 days before they can request details from the DVLA.
As they didn't do this, does this deem the ticket in valid.
